Internal Complaint Committee (ICC)
In accordance with the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013, Champaran College of Professional Education (CCPEUS) has established an Internal Complaint Committee (ICC), which also functions as the Sexual Harassment Committee (SHC).
The ICC is dedicated to providing a safe, secure, and harassment-free environment for all members of the college community—including students, faculty, staff, and visitors—on campus and at all college-related activities.
Objective and Mandate
The primary objective of the ICC is to:
- Prevent any form of sexual harassment at the workplace and educational environment.
- Provide a formal mechanism for the complaint, redressal, and resolution of matters concerning sexual harassment in a confidential and time-bound manner.
- Ensure the victimized party is provided with adequate assistance and support to pursue justice.
Scope and Jurisdiction
The ICC has jurisdiction over all complaints of sexual harassment made by an aggrieved person (students, academic staff, non-teaching staff, contractual employees, etc.) against any member of the college community in the following locations:
- College Campus (including classrooms, laboratories, libraries, etc.)
- Hostels and Residential Areas
- Transportation facilities provided by the College
- Any educational or professional event organized or sponsored by the College (e.g., conferences, sports meets, cultural events, field trips)
Complaint and Redressal Procedure
The ICC ensures a process that is fair, confidential, and compliant with the Act:
- Filing a Complaint: An aggrieved person must submit a written complaint to the ICC within three months of the date of the incident. If the person is unable to do so, a relative, friend, or coworker can file the complaint on their behalf.
- Confidentiality: The identity of the aggrieved person, respondent, and witnesses, as well as the proceedings, are kept strictly confidential throughout the inquiry process.
- Inquiry: The ICC conducts a formal inquiry into the complaint within the stipulated statutory time frame. Both parties are given a reasonable opportunity to be heard and present witnesses/evidence.
- Resolution: Based on the inquiry findings, the ICC may recommend appropriate disciplinary action (as per service rules) or other redressal measures to the College Management.
ICC Composition (Structure)
The ICC is constituted with a majority of women members, and includes a Chairperson who is a senior female faculty member, an External Member, and representatives from the student body (where appropriate):
